Why do people outside my requested territory see my ads?

Facebook ads can be targeted by geographic territory; however, users who have recently visited a specific area may still receive ads related to that location afterward. This occurs due to Facebook’s location-based audience targeting and user activity data, which are managed by Facebook’s advertising platform. Unfortunately, this is outside of our direct control.
